The Doctoral Program in Public Administration at FISIP Undip produces graduates with excellence in academics, leadership, and strategic research for public governance. This program cultivates innovative intellectuals and visionary leaders for bureaucratic transformation and national development.

Academics in the Field of Public Administration

Academics who master the philosophy of science and scientific principles in public administration, including qualitative, quantitative, and mixed-method research methodologies. These competencies are utilized to:

  1. design conceptual models, strategies, or innovations in the field of public policy and governance,
  2. develop knowledge in the field of public administration science through research, resulting in creative, original, and tested works, and
  3. formulate strategic plans for policy implementation, both in the medium term (in the form of a roadmap) and the long term (in the form of a grand design).

Consultant in the Field of Public Administration

Consultants who master the philosophy of science and scientific principles in public administration, including qualitative, quantitative, and mixed-method research methodologies. These competencies are utilized to:

  1. formulate strategic plans for policy implementation, both in the medium term (in the form of a roadmap) and the long term (in the form of a grand design),
  2. design public policy monitoring and evaluation systems to determine the outcomes and impacts of a policy,
  3. manage, lead, and develop research in the field of public administration using quantitative, qualitative, mixed methods, or systems thinking approaches, and to achieve national and international recognition, and
  4. develop and implement change plans using various approaches and methods within the perspective of public governance.

Researcher in the Field of Public Administration

Learning Outcomes

Graduates of the Doctoral Program in Public Administration are expected to possess a religious attitude, integrity, nationalism, and sensitivity towards society and the environment. Academically, graduates master the philosophy and theories of public administration, reform, governance, policy, and strategic management. They are also skilled in qualitative, quantitative, and mixed-method research methodologies, enabling them to generate innovative ideas and research-based solutions for public development and governance at both national and global levels.

Graduate Competency Profile of the Doctoral Program in Public Administration

The Doctoral Program in Public Administration prepares graduates who are not only academically excellent but also possess strategic leadership capacity in policy management and public governance. Graduate competencies are developed in two main areas: specific skills and general skills.

General Skills:

Graduates possess excellent abilities in developing theory, designing interdisciplinary research, and producing reputable national and international scientific works. They are capable of selecting and directing strategic research beneficial to society, developing research roadmaps, and formulating scientifically and ethically accountable arguments. Graduates also demonstrate academic leadership, manage research data professionally, and build collaborative networks with the scientific community at both local and global levels.

  1. Able to discover or develop new scientific theories/conceptions/ideas, contributing to the development and application of science and/or technology that considers and applies humanities values in their area of expertise, by producing scientific research based on scientific methodology, logical, critical, systematic, and creative thinking.
  2. Able to design interdisciplinary, multidisciplinary, or transdisciplinary research, including theoretical studies and/or experiments in the fields of science, technology, arts, and innovation, produced in the form of a dissertation and publishing 2 articles in indexed national and international scientific journals.
  3. Able to select research that is effective, current, advanced, and provides benefit to humanity through interdisciplinary, multidisciplinary, or transdisciplinary approaches, in order to develop and/or produce solutions to problems in the fields of science, technology, arts, or society, based on studies of the availability of internal and external resources.
  4. Able to develop a research roadmap using interdisciplinary, multidisciplinary, or transdisciplinary approaches, based on studies of the main research objectives and their constellation within broader targets.
  5. Able to formulate scientific, technological, or artistic arguments and solutions based on a critical view of facts, concepts, principles, or theories that are scientifically and academically ethical, and communicate them through mass media or directly to the community.
  6. Able to demonstrate academic leadership in managing, developing, and fostering resources and organizations under their responsibility.
