SEMARANG (4/9) – The Doctoral Program (S3) in Public Administration, Faculty of Social and Political Sciences (FISIP), Diponegoro University (Undip), has reaffirmed its position as a center of academic excellence and a leading public administration doctoral program in Indonesia through the organization of the Undip Global Classroom (UGC). This online event is part of the university’s strategic acceleration toward the World Class University (WCU) program. The activity, which formed part of the Contemporary Issues in Public Administration course, featured a renowned international speaker, Dr. Elke Loeffler from the Institute of Local Government Studies (INLOGOV), University of Birmingham, who also serves as the Director of Governance International. Dr. Elke Loeffler is globally recognized for her research contributions in public sector governance, user and community co-production, systems resilience, and digital public service innovation. She also serves as a board member of the European Network for Public Administration (ENPA) and the International Research Society of Public Management (IRSPM), Chair of the Public & Nonprofit Management SIG in EURAM (European Academy of Management), and Vice-Chair for Doctoral Research in UKAPA (UK Association for Public Administration).
The event was officially opened by the Head of the Department of Public Administration, FISIP Undip, Retna Hanani, S.Sos., M.P.P. In her remarks, Retna Hanani emphasized that WCU activities such as UGC are a tangible manifestation of the department’s commitment to continuously provide a world-class academic climate and facilitate postgraduate students with cutting-edge scholarly discourse. The lecture and discussion were moderated by one of FISIP Undip’s Professors, Prof. Dr. Dra. Hartuti Purnaweni, MPA.
In the expert lecture session, Dr. Elke Loeffler delivered an in-depth presentation on “Institutional Governance & Co-production.” She explored new paradigms in public service through the concept of The Four Co’s, which include: 1) co-commissioning, 2) co-design, 3) co-delivery, and 4) co-assessment. This framework positions citizens not merely as passive recipients of services but as active partners (co-producers) in creating public value and building governance resilience in times of crisis.
The Head of the Doctoral Program in Public Administration, FISIP Undip, who is also a public governance expert, Dr. Amni Zarkasyi Rahman, S.A.P., M.Si., stated that this activity represents the internationally standardized curriculum implemented in the Public Administration Doctoral Program at Undip.
“The presence of a global expert such as Dr. Elke Loeffler proves that the Public Administration Doctoral Program at FISIP Undip continues to lead academic discourse at both national and international levels,” said Dr. Amni.
“Modern public governance demands a shift from traditional bureaucracy toward collaborative models such as co-production. Through this WCU forum, our doctoral candidates are prepared to produce research novelty and strategic policy recommendations that are relevant to addressing the increasingly dynamic and resilient governance challenges.”
The two-hour lecture session was dynamic, with the involvement of a teaching team consisting of Prof. Dr. Dra. Hartuti Purnaweni, MPA, Dr. Dra. Dyah Lituhayu, M.Si., and Dr. Amni Zarkasyi Rahman, M.Si. Through the organization of this UGC, the Public Administration Doctoral Program at FISIP Undip further solidifies its reputation as the best S3 Public Administration Program in Indonesia, consistently producing globally competitive, ethical, and impactful graduates for national public policy transformation.
